Kelvin Foo CEng FCIHT
Managing Director
Kelvin is one of SE Asia’s most highly regarded traffic and transport engineers, with over 22 years of international consulting experience. He is a Chartered Engineer (CEng) with the Institution of Engineers, Singapore (IES) and a Fellow of Chartered Institution of Highways and Transportation (CIHT), UK. He also has a BEng (Hons) from NUS and a MSc Transport from Imperial College, UK. He is involved in managing and leading high profile projects spanning all aspects transport planning and engineering locally and abroad.
Kelvin’s reputation is further cemented by his glorious wins in Vietnam's Dragon Award, Singapore's SME500 Best SME Workplace, Promising SME 500 Top 10 and as Honoree of the Spirit of Enterprise he is often invited to appear on public media throughout SE Asia. Kelvin is also actively involved in various industry forums, charity events and organisations throughout the region.
You Jin Tan
Director, SE Asia
You Jin has been with TTS Group since 2010 and has 16 years’ experience in traffic engineering and transport planning. Over the last 10 years he has managed and completed more than 100 large-scale projects as Team Leader, Project Manager and Project Director in Singapore, Vietnam Myanmar and Australia.
As a shareholding Director he plays an integral role in business development and client relations, and assists with the overall technical excellence and oversight of project quality and delivery. You Jin is also a member of The Institution of Engineers, Singapore (IES) and the head of our transport modelling capabilities and leads our Aimsun software distribution arrangements.
Malcolm Soh
Manager, Data Collection
Malcolm has 13 years’ experience as a consultant in the transport planning sector. He has been involved in leading a range of projects from data collection and traffic surveys to transport planning studies. With this experience he is responsible for overseeing our data collection business in Singapore and Vietnam.
Malcolm is a member of the Chartered Institute of Highways and Transportation (CIHT), UK and regularly attends conferences technical forums and seminars keeping abreast of current technologies and professional advancements. He was also invited to the Hanoi University of Transport and Communications as guest speaker for “Future Sustainable Transport and Resilient Cities”.
Leonard Goh
Manager, Traffic Consulting
Leonard has more than 15 years of experience in transportation planning, traffic impact study as well as road safety research study. He has very strong analysis skills and been actively involved in traffic and transport consultancy projects which encompass of Transport Masterplan study, Traffic Impact Assessment for various type of developments, Internal Traffic Management study, Carpark Provision study, Swept Path Analysis (SPA), Temporary Traffic Management study, and Road Safety Review study, for both local and overseas projects.

As a Manager, Traffic Consulting in TTS Group, he supervises and manage various traffic study which includes data entry and analysis tasks such as conducting in-depth data analysis using traditional and advance methods and analysing and interpret data to identify patterns and solutions, junction modelling using various type of software, conceptual junction design study for temporary and permanent scheme. Leonard is also an accredited road safety reviewer.
