Kelvin Foo CEng FCIHT
Managing Director, Board Chairman
Kelvin is one of Asia’s most respected traffic and transport engineers, with over 24 years of international consulting experience. A Chartered Engineer with IES, a Senior Professional Engineer by CSE and a Fellow of CIHT (UK), he holds a BEng (Hons) from NUS and an MSc in Transport from Imperial College. He has led major transport planning and engineering projects across the region. Widely recognised for his achievements including the Entrepreneur of the Year Award 2023/24, Vietnam's Dragon Award, SME500 Best SME Workplace, Promising SME 500 Top 10, and Spirit of Enterprise Honoree. Kelvin is frequently featured in Asian media and remains actively involved in industry forums and regional charitable initiatives.
You Jin Tan
Director, Asia
You Jin, a shareholding Director at TTS Group, has 16 years of experience in traffic engineering and transport planning, having been with the company since 2010. He has led and delivered over 100 major projects across Singapore, Vietnam, Myanmar and Australia as Team Leader, Project Manager and Project Director. In addition to driving business development and client relations, he oversees technical excellence and project quality. A member of the Institution of Engineers, Singapore (IES), he also heads the firm’s transport modelling and leads the growth of its Transport Analytics capabilities in Asia.

Leonard Goh
Manager, Traffic Consulting
Leonard has over 15 years of experience in transportation planning, traffic impact studies, and road safety research, contributing to a wide range of local and international consultancy projects including transport masterplans, TIAs, internal traffic management studies, carpark provision studies, SPAs, temporary traffic management, and road safety reviews. As a Manager of Traffic Consulting at TTS Group, he oversees and delivers comprehensive traffic studies involving detailed data analysis, junction modelling, and conceptual junction design for both temporary and permanent schemes. He brings strong analytical expertise to identifying patterns and solutions and is also an accredited road safety reviewer.

Shu Hui Lim
Manager, Transport Analytics
With over 16 years of experience in data collection, customer coordination, and business development, she has a strong track record of building client relationships, optimising processes, and driving strategic, insight-led initiatives. As a Manager in Transport Analytics, she actively engages in ITS Singapore events, works closely with clients to understand their needs, and delivers data-driven transport analytics solutions that enhance operational efficiency and industry impact.

Malcolm Soh
Manager, Data Collection
Malcolm has 13 years of experience in transport planning, leading projects ranging from data collection and traffic surveys to wider planning studies, and currently oversees TTS Group’s data collection operations in Singapore and Vietnam. A member of the Chartered Institute of Highways and Transportation (CIHT), UK, he actively participates in industry conferences, forums, and seminars to stay updated on emerging technologies and professional developments. He has also shared his expertise as a guest speaker at the Hanoi University of Transport and Communications on “Future Sustainable Transport and Resilient Cities.”

Felicia Chin
Manager, Accounts & Admin
Felicia brings over 16 years of experience in accounting, financial operations, and administrative management, with strong expertise in full-set accounts, budgeting, cash-flow management, regulatory compliance, and internal controls. As a Manager in Accounts & Admin, she oversees end-to-end finance and administrative functions, drives process improvements, and ensures smooth daily operations. Her analytical strengths and commitment to operational excellence enable her to deliver accurate financial reporting and actionable insights that support effective decision-making and long-term business sustainability.

Tho Tran
Manager, Data Collection (Vietnam Office)
Tho Tran is the Manager of Traffic Data Collection at TTS Group in Hanoi, Vietnam, with 13 years of experience in traffic surveys, analysis, modelling, TIA studies, and transport planning. He oversees Vietnam office operations, manages the traffic and transport team, and supports business development with both public and private clients, including those in the UK market. In recent years, he has led the company’s integration of AI, guiding the development of object detection models for clients across the UK, Taiwan, Hong Kong, Thailand, and Vietnam. His expertise in machine learning and computer vision has strengthened TTS’s capabilities and positioned the company for growth in AI and ITS projects across Asia.

Thinh Chu
Manager, Traffic Consulting (Vietnam Office)
Thinh is a Traffic Consulting Manager at TTS Group in Vietnam with over 13 years of experience in transport planning and traffic engineering. He has extensive expertise in traffic surveys, analysis, and modelling using tools such as VISSIM, VISUM, and AIMSUN across projects including modelling studies, parking studies, and traffic impact assessments. Well-versed in both Vietnamese and international transport design standards, he leads and delivers a wide range of tasks such as traffic forecasting, impact studies, junction and network design, traffic control planning, and swept-path simulations. His skills span both transport planning and traffic engineering, with strong capabilities in macro/micro and junction modelling. He is proficient in Vietnamese and English.
